Community Planning

On 28th June 2007, Stanmore Combined agreed the formation of a sub group to develop a community plan for Stanmore, which met for the first time on 12th July 2007 and since then have agreed a constitution.

One of their initial tasks was to produce a Community Profile for the area which was a significant piece of work. The profile helped to identify the facilities and services that serve the residents of Stanmore and also served as a useful tool to identify where to reach particular sections of the community such as young people and the elderly when it came to the consultation stage of the process.

Consultation - Initially the group undertook a snapshot consultation called a Love it/Hate it survey, which identified what residents liked most about living in Stanmore and what they liked least and would want to change. The survey obtained 253 responses, which equates to approximately 12% of the households in Stanmore. The main issues identified in the survey were:

  • Parking
  • Students
  • Litter/Dog Fouling/Untidiness
  • Drugs/Drink/Anti-Social Behaviour

These issues were then used as the main themes in the next stage of the process which was to undertake a more detailed consultation or 'Household Survey' which was completed in March 2009. In addition a 'Young People's Consultation' was undertaken in June 2009 with the support of King's School. Student Accommodation - During the course of the detailed consultation the issue of student accommodation and related issues of parking, noise & anti-social behaviour and litter etc were raised as key concerns of local residents. As a consequence the Community Planning group with the support of the three Resident Associations' that operate in Stanmore worked together to organise an event which would bring residents together with landlords students, University of Winchester and other key organisations such as Winchester City Council and the Police. The event was attended by nearly 140 people and helped to identify some possible solutions to residents concerns. Student journalists from the University of Winchester were also on hand to record the event for their Winchester News On Line website  A copy of the feedback and proposals can be found to the right of this page.

Parking - the parking issue was identified very early on in the consultation process and as a consequence several consultation events took place in 2008 with the support of officers from Winchester City Council. The outcome of the consultation was the introduction of new parking restrictions in the area. For more information on the Parking issue, please visit the Parking & Transport page of our website.

Stanmore Community Action Event - In addition to the student event mentioned above another event was held in the early part of December 2009 to look at all the other 'Outcomes' that emerged from the consultation. Approximately 40 people attended this event and identified a number of proposed actions to tackle the identified areas of concern. Joint Residents Meetings - The next stage in the process was to present the proposed actions to the relevant key organisations and agencies to determine their feasibility. This was acheived over a series of 5 meetings between January & April 2010. Once the proposed action was agreed they were incorporated into an 'Action Plan' which can be found to the right of this page. These actions will then be monitored by Stanmore Combined to determine what progress is being made. It is intended to post an 'Action Plan Schedule' on this page after each Stanmore Combined meeting to enable you to keep up to speed with the progress being made against each of the actions.
